When using OpenOffice 3.0 (and earlier versions as well) with a laptop that has
a dual monitor system when connected to its docking stage popups often appear on
the non-active screen. This is not a problem and may even be desirable.

But if the laptop is undocked, the popups (for example paragraph format popup)
appears in the same place it did last.  This can mean that it appears off-screen
and the user has no means of viewing his interactions with the pop-up.

The code needs to check to ensure that coordinates where it is popping up
(obviously stored from the previous session) are still valid given the currently
accessible window.
