Faking attributes like boldness and slant is currently disabled when the font 
provides embedded bitmaps 
at these sizes. The idea was that the embedded bitmaps that are usually 
optimized to the last pixel 
should not be distorted.

You could disable embedded bitmaps with setting an environemt variable
   export SAL_EMBEDDED_BITMAP_PRIORITY=0
Does it help?

If yes, then maybe we should consider to disable the use of embedded bitmaps if 
font attributes need to 
faked.
