In OO both y-offset and x offset are wrongly rendered. In the (RTF) example below you'll see the page height is set to 16837 and the Y-offset is 10000, meaning the cell should appear about 2/3rd of the page (as it does correctly in MS-Word). It appears in OO in about 3/4th.
