DR->OC: simple check:
- Enable change tracking
- Change cell A1 to 1
- Change A1 from 1 to 2
- Save to Excel
- Reload
- Check the popup comment of cell A1, it should say "Changed from '1' to '2'"
(wrong behaviour before fix: "Changed from '<empty>' to '2'")
