I cannot create new template categories. I want to categorize business
correspondence into business labels, faxes & letters.

Per documentation in OOo help file
File>Templates>Organize>Commands>New should "... create a new template 
category."
It doesn't. Also OOo Working with Templates (v1.0 2005)

OBSERVED BEHAVIOUR:
1) through 3) above behave as described

4) From the context menu, choose New.
4a) A new folder called Untitled **does not appear**
4b) Context menu disappears
4c) control returns to the COMMAND button

NOTE: a new folder *does not appear*, regardless of which existing template
category was selected in the Templates pane (that includes My Templates, stored
on a different path than the default path)

NOTE: The results *do not* differ whether the touchpad, speed keys or the keypad
were used to navigate the command sequence.

organizer, reinvoke organizer]
I tried your suggestion as well as 2 variants:
1. Closed and reopened Organizer. No new category
2. Logged out of OOo and logged back in: No new category
3. Logged off of the computer, restarted PC and restarted OOo: No new category

The Reset User Profile suggestion does not work. Vista will not let me either
rename or delete the folder = \Users\<user
name>\AppData\Roaming\OpenOffice.org\3\user , even as the administrator. (there
is a 1kb .lock file at the folder = \Users\<user
name>\AppData\Roaming\OpenOffice.org\3\ --is that disabling the rename/delete? )

I'm loathe to turn off Vista security settings, since the other users on this PC
are likely to hurt the computer if the safety rails are removed <grin>

I agree with you: A settings tweak may be in order and I believe it may yet be
an OOo glitch: I can't create categories for accounts that previously used OOo,
but in an account where OOo is a 'fresh' install, creating a new category works
beautifully. [see Addl Details, below.]

Additional Details:
Scenario 1: Logged in as administrator
(this account was used to install OOo 3.0; is the account from which most OOo
work is done; prior version was 2.4.1. NOTE this account had installed templates
from OOo extension sites--oxygenoffice etc., and those categories show on the
Organize window. It also has personalized templates and categories which also
still appear in the Organizer)
1. Open OOo (any application--writer, calc, formulas, templates)
2.File>templates>organize>commands>new
3.OBSERVED RESULT: no new category, even after update

Scenario 2: Logged in as <username>
(this account used OOo frequently; Has less Vista file access than the Admin
account; prior version was 2.4.1NOTE this account had installed templates from
OOo extension sites--oxygenoffice etc., and those categories show on the
Organize window. It also has personalized templates and categories which also
still appear in the Organizer)
1. Open OOo (any application--writer, calc, formulas, templates)
2.File>templates>organize>commands>new
3.OBSERVED RESULT: no new category, even after update

Scenario 3: Logged in as Guest  RESULT DIFFERS!
this account had never before used OOo and it did not appear on the desktop or
programs menu. Acct has very little Vista file access; Did NOT have *any* prior
version of OOo installed NOTE Guest account has [present tense] NO installed
templates from OOo extension sites--oxygenoffice etc., Only 3 default categories
appeared in Organizer: My Templates, Presentations and Presentation Backgrounds)
1. Open OOo (any application--writer, calc, formulas, templates)
2.File>templates>organize>commands>new
3.OBSERVED RESULT: New categories appear immediately. Update is NOT needed. New
Categories remain after OOo restart.
