If I allow the axis' scale to be chosen automatic it chooses to scale between 1e+0 and 1e+1 (my data is scientific format in the range 1e-40 to 1e+0). When manually specified it is fine. I think this problem has occurred after upgrading to the newest version of open office (3.0.1 using the launchpad open office repository) from the current version in the ubuntu repository. I am using ubuntu 8.10. --- In trying to reproduce the problem I noticed that it was only an issue when one of more of the cells were blank. See attached document.
