Someone has also updated the configure check to require this version of the system icu as well. I do not see any change that could break work with the system icu 3.6 => I do not see any reason to require the version 4.0 => I'll attach a patch the reverts the change. Or did I miss anything? Note that we still build OOo for openSUSE-10.3 in the Build Service.
