In the moment you assign heading 1 or 2 to a paragraph, it will have get a level
assignment (see the status bar) due to the default settings in Tools.Outline
numbering.
When you assign a list style to a Heading X style, the heading style will be
removed from the outline rule (in Tools.Outline numbering; see also issue 
70223). 
When you now assign another heading style and then back heading 2 style, the
level assignment will be set back to level 1, because heading 2 style is no more
automatically level 2. You will manually go to the beginning of the heading 2
paragraph and press tab key (or use the numbering toolbar) to lift it to level 
2.

It is better to use the Tools.Outline numbering settings to control the
numbering of heading paragraphs.
