copared to the attached patch, the version of the makefile that was checked in
misses the
+$(MISC)$/$(TARGET)$/META-INF :
+ @-$(MKDIRHIER) $(MISC)$/$(TARGET)$/META-INF
target and according dependency. This causes smoketest to fail with nodep=true
(at least on Mac).
