First of all: Thank you for this analysis! I able to reproduce your speps and
results with all documents (original and test, available and from the scratch)
and in both Versions (OOO300_m15, OOo310m9).
The result is always the same: 
- I create a grafic bullets list from the srcatch or open an available document.
- I use the dialog format -> bullets and numbering -> options: 
Numbering: Grafics
Grafics: Gallery
Width: 0,xy cm
Hight: 0,za cm.
=> After saving and re-opening the document, Hight is always 0,00 cm! 

I don't know, how I "produced" (?!?) this defect, but I can tell you my original
target and procedure:
- For a project with a special CI I created a specific new grafic bullet 
(attached).
- To use this special bullet in OOo, I have to open OOo as root and add the icon
(galley - bullets - context menu: properties -> files).  
- Then I'm able to create bullets list with this special grafic bullet in my
documents as a user, too. (original document in a shorted version attached)  
- I changed only one attribute in the dialog format -> bullets and numbering ->
options (see bewlow):

Alignment: center of line 
- I did so a few weeks ago (in february), first with OOo 2.4. (I'm not totally
sure, but I remember NO problems with the bullets list in this version). 
- At Feb 19th I installed OOo 3.0.1-2, Feb 25th: OOo 3.0.1-3, March 09th: OOo
3.0.1-4 and so on; the problem is always: bullets lists are "lost" after saving
and re-opening.

One futher information: I test bullets list (only with OOo grafics) with
opensuse 11 and OOO300_m15 yesterday in the evening. Bullets aren't lost, but
all bullets are to big.
