I also think that this is a serious defect. Thus, target OOo 3.2 makes more
sense. Priority P2 would be ok for me, if nobody objects.
But there exists a workaround:
- Before saving, perform Menu - Tools - Update - Page Formatting

UNO-API method <XShape::getPosition()> (implemented by
<SvxShape::getPosition()>) is called after the Drawing object has been imported
right after the Drawing object is added to the Drawing layer page.
