First question: Should the user be warned / informed when he installs an
extension into the user layer which already exists in the shared layer?
Second question: When an extension exists in the user and in the shared layer,
should the extension manager show both, how should the active extension be
marked, ...
This questions should be discussed with user experience and the specification
should be adopted accordingly. -> reopened.
