I'm not the right person to assign this to, but similar to issue 92263 I suspect
that the current preferred solution is that the hyphenation patterns are made
part of an extension (e.g.
http://extensions.services.openoffice.org/project/mnSpell) rather than include
them directly in the OOo source tree
