This is also a "malformatted" document from OOo 2.x.
MRU->OD: open attached document, for first paragraph click "Numbering off" ->
now numbering of first outline level is applied, not for level as one would
expect.
MRU->tab: as a workaround, click "Numbering off", then click "demote one level"
and "Undo".
