I checked 2 versions of this issue in OOo310m9 (PC, Windows XP)
I. My steps:
1.Open new document.
2.Tools - Options - OpenOffice.org Writer - View
3.Check radiobox "Smooth scroll"
4.Click button "OK"
5.Click on the scroll bar itself at right side of page.
Release the mouse button.
The scroll moves up or down (depents of the its position).
II. My steps:
1.Open New document.
2.Tools - Options - OpenOffice.org - OpenOffice.org Writer/Web -
View
3.Check radiobox "Smooth scroll"
4.Click button "OK"
5.Click on the scroll bar itself at right side of page.
Release the mouse button. The scroll stops and doesn't move up or down.
Smooth scroll doesn't work.
