Yes, can see the problem. But this behavior won't be changed, because the Footer
is a special area which should not be touched by objects from the body text.
The frame has "no wrap" which would then force the footer content move downwards
- users would complain about footer content to be misplaced.
If you do not want the frame flowing out the body text, activate "follow text
flow" in the frame's properties.
Also the current behavior has been implemented for compatibility to other word
processors.
