Right click on the picture and go to 'Picture...' 3. In 'Type' tab Check "Keep ratio" box. 4. Resize picture by dragging along the corners of the picture. The x:y ratio should be preserved on resizing, but it is not. I tested it with OOo Writer, Impress and Draw. Happens with both .jpg and .tiff files.
