Sorry, not reproducible. If you select a real rectangle you can change the
corner radius in RC2, too. If you use a so called Basic Shape you cannot change
the corner radius in 3.0.1 at all. Your attachment shows a Basic shape. I will
attach a doc that shows the difference.
