I have never seen this before. However, this is not reproducible in general.
That tab page is touched with Automatic Tests on every build on every platform.
So the questions are:
What is wrong with your installation or what is needed to reproduce this.
Please try to reproduce this with the to-be-OOo 3.1 build OOO310_m11. At times
it can be downloaded from http://download.openoffice.org/next/
