I assume the following problem: OOo's i18npool.uno.dll depends, among other
libraries, on icuin40.dll and icuuc40.dll (which in turn depends on
icudt40.dll). ICU is external code OOo uses at runtime, and the OOo
installation includes its own versions of the ICU DLLs. Now, on the given
machine, there might be another installation of the ICU DLLs (somewhere in the
Windows system directories) which have the same names as the OOo versions of the
ICU DLLs, but are incompatible. Due to how a running soffice finds all its
DLLs, it would erroneously pick the wrong ICU DLLs from the Windows system
directories, instead of the correct ones from the OOo installation's
Basis\program directory. This is exactly the same problem as issue 94226, only
with ICU instead of libxml2.
@willysr: To verify that my assumption is correct, please check whether there
are any files named icu*40.dll somewhere in your Windows system directories. If
yes, a workaround for OOo would probably be to copy all files named icu*40.dll
from OOo's "OpenOffice.org 3\Basis\program" directory to its "OpenOffice.org
3\program" directory.
Issue 101244 will generally fix this sort of problem (by moving all the OOo DLLs
from Basis\program to just program, next to the executables), but will be
available earliest in OOo 3.2.
