This did not happen in OO.o 3.0.1. In 3.0.1 lines were exported differently than in 3.1.0. For example line "0.001 cm" was rendered as if it were a "0 cm" width line, that is a default (1 pixel width?) line. Now, in 3.1, this line is almost invisible both in PNG and PDF. It indicates the difference between 3.0.1 and 3.1.0. If you open this pdf in Draw (with pdfimport extension installed), you will see invisible (or transparent?) lines with zero (=default) width.
