The correct URL for svn+ssh access is: 
svn+ssh://[email protected]/ooo

I've just verified, your public key is in place. I'm not familiar with pageeant,
can't help you there.

If you have access to a Unix ssh command run something like

ssh -v -i <your_private_key> [email protected]

It will emit lots of debug information and then hang, the last lines should look
like this
debug1: Remote: Forced command: /usr/local/bin/svnserve -t -r /zpool/svn/srv
--tunnel-user=chenhgjh
debug1: Remote: Port forwarding disabled.
debug1: Remote: Agent forwarding disabled.
debug1: Remote: X11 forwarding disabled.

debug1: Authentication succeeded (publickey).

Finish with ^C. If you got this output everything is OK server side.
