I checked with "Ooo 3.1.0 WIN XP multilingual version English UI activated
[OOO310m11 (Build 9399)]" and can NOT confirm the reported problem.
When I move mouse pointer over Title text "Dedicate functions to guests" in
"6-virt.odp", mouse pointer changes to "I" and I can modify title without any
problem.
Linux specific?
