I cannot reproduce it. I use OOo3.0.1 and DEV300m49.
Please make sure, that the effect is assigned to the text, not to the frame.
Have a look at the effect dialog.
Please attach a document, where the desired effect works in 3.0 and no longer
works in 3.1
