When there is already at least one instance of an OOo document open, and another
document is opened from within windows explorer and that document is read-only
or locked, OOo pops up a dialog telling the document is locked by user XXXX. But
this dialog is displayed within the context of the already opened window and
doesn't get focus on Windows XP (Maybe also on other windows versions?). Neither
does the already opened OOo window start to blink in the taskbar (as it did in
OOo 3.0, if I recall correctly). 

So the user experience is that nothing happens.. and they start clicking on the
file again and again.. until they accidently find out that there is a dialog
opened in the existing OOo window requiring their input.
