Format a cell as per cent, then insert
2     ->   2,00%    o.k.
1,2   ->   1,20%    o.k. 
0,2   ->   0,20%    o.k.
,2    ->   20,00%   ????

When a cell is formatted as currency or standard, ",2" is recognized correctly
(as "0,20 €" or "0,20"), the problem only exists when the format is per cent and
you do not insert a leading zero.
Problem appears with OOo 3.1 on Vista + SP1 and XP+SP3.
