I think the priority has no meaning at all - the number of duplicates makes this
an important requirement. That's the reason why it has target "3.x". That gives
it a much higher probability of getting implemented than an issues with Prio 3
but target "OOoLater".
But to avoid confusions I agree that Prio 3 is better.
