Nevertheless I took a short look at MSO 2003 / 2007:
If you place the cursor behind the number and insert a new paragraph, both do
not insert an empty unnumbered paragraph. But it is not possible to place the
cursor left of the number at all.
If you place the cursor behind the number and insert a manual page break, this
will insert an empty unnumbered paragraph on the previous page. This should be
respected in OOo as well.
