To reproduce this issue I used the following machine configuration and followed 
the included step by step instructions:

Machine & Hardware Info:
========================
HP Pavilion a6357c 

Processor: AMD Athlon 64 X2 Dual Core Processor 5000+ (2.6Ghz)
Video: nVidia GeForce 6150 SE
Windows Edition: Windows Server Standard w/Service Pack 2
Memory (RAM): 3GB
System Type: 64-bit Operation System

Version: OOo-dev 3.2.0 DEV300m49 (Build: 9403)

Step by Step Instructions:
==========================
1. Save the included attachment to the local hard drive.
2. Navigate to the file saved (Poster.ppt) and double-click to open the file in 
Microsoft PowerPoint.
3. Observe that upon opening the file, it contains various objects, shapes, and 
tables.
4. Observe that upon opening the file, tables do have borders.
5. Close the file and exit Microsoft PowerPoint.
6. Start OOo and select File/Open.
7. Navigate to the file saved (Poster.ppt) and double-click to open.
8. Observe that upon opening the file, it contains various objects, shapes, and 
tables.
9. Observe that upon opening the file that none of the table borders seen in 
Microsoft PowerPoint are visible.

Expected Results:
=================
Open a saved Microsoft PowerPoint (.ppt) file and view the tables (with 
borders).

Actual Results:
===============
Open a saved Microsoft PowerPoint (.ppt) file and view the tables (without 
borders).
