jrahemipour -> gghh: I think aparan meant the special character dialog to choose
a special character as bullets. The different tabs (bullets, grafics) are
actually not customizable.
But I agree, that this issue cannot be fixed in an easy way. A solution to ease
the process could be using list styles. Another help will be fixing issue 9437
and issue 46184
