help is a little misleading here. <ctrl>+- inserts /additional/ hyphenation
points, the manual hyphenation refers to entries in the user dictionary.
(Tools|Options → Langauge Settings → Writing Aids and create a user
dictionary/edit an existing one.
Add the entry "End=an=wen=der" (i.e. add a = at the allowed position) and only
those (and not the calculated ones) will be used for automatic hyphenation. To
disable automatic hyphenation for a word, add the = at the end of the word
("donthyphenate=") (or set the language to "none" as mentioned)
closing issue. behavior of OOo will not be changed.
