IMHO this should be wontfix by itself, as it is one of the most useless rules in
the new orthography...
but reason for wontfix is that it would blow up the number of required
hyphenation patterns with high risk of introducing bad hyphenation as regression
for a feature that nobody with a sane mind would use. You can always add a
conditional break/soft hyphen (or add a corresponding entry to your user
dictionary) when a linebreak after one single letter is really needed.
Wontfix because of too high risk of breaking things/too much effort to get it
right for very little gain.
