Define a one-row db-range of column headers.
Set the above mentioned general option.
Insert a first new row below the new db-range.
The db-range does not expand.

Off topic, but same context: The header's formatting expands to the new row,
regardless of general option "expand formattings" being set or not, which is a
known problem.

A template for a database range needs to be implemented with a first dummy
record which can be deleted after inserting a second row of data.
