As reported in issue 47196, selecting layouts is not working consistently.  
However, if you click forward (skipping the layout option to 'save report') and 
then back to the layout option (either by selecting 'choose layout' or by using 
the 'back' button) you are able to see the formats.  However, when you actually 
select a format other than the default, the application crashes.  I tried this 
with several (align left compact, outline compact, etc.) and got the same 
result.  No error messages -- the app just disappeared.

Restarted the application, and got different results.  First, on the 'labeling 
fields' option, the fields did not appear in the boxes (I keyed in the names).  
Second, the 'next' and 'back' buttons produced inconsistent results, sometimes 
I would get the layout list, sometimes I wouldn't.  When I chose a different 
layout, it wiped out all the fields, and just changed the header.  When I 
executed the report (save report, run immediately) no data appeared, just the 
header.  I closed the report, found it had been saved in the 'base' tool, but 
when I opened it up again to re-execute, I got an error.  Screen shots attached.

Bottom line is that the report feature is acting very flaky. Will continue to 
test and update.
