Sorry that I have to reopen the bug, but I could still reproduce the issue.
Please look into the Numbering_Issue2 attachment as this shows the issue.
In the first attachment I made the problem disappearing, by saving the doc with
OO3.1 (in doc format), which fixes the issue. Sorry that I did not realize this
before.
So to be clear:
Issue could be seen in Attachment 2 but not in 1.
