IIRC Adobe's license terms forbid other applications to create saveable forms in
that way. (would involve setting some private properties and stuff)

The good news is however that:
a) You can always fill-out forms in Adobe Reader (you cannot save the changes,
but you can print the form with the filled-in data)
b) You can use alternative software that allows saving of pdf-forms that don't
have that additional rights-management portion (evince would be an example for
linux)
