Then you should perhaps explain why it is not duplicate. "Rows in ListBoxes not
accessible" and therefore not read by voiceover (issue 102033) and your
description "All tables are reported to be blank by voiceover" sure sounds
duplicate to me.
As a side remark: setting the target milestone to a released version does not
make sense.
