I checked with "Ooo 3.1.0 WIN XP multilingual version German UI activated 
[OOO310m11 (Build 9399)]" and can confirm the reported effect, but I belive it's
a feature and not a bug!

Cut and paste behaves in the same way as drag and drop (from A1 to A2). I
believe that is correct, useful and as expected, but I admit, I also often have
difficulties to understand all details of $-references. AFAIK, those absolute $
references in formulas only differ from "normal" relative ones if you copy /
paste the cell containing the formula.

I can only compare with very outdated MS WORKS 4.5a, there the behaviour is the
same as I see in OOo.

My summary: the reported behaviour is correct and useful.

Please feel free to reopen this issue if you can contribute a specification or
help contents that describes a behaviour that differs from the current one, or
open e new ENHANCEMENT issue, if you can tell good reasons to modify the current
behaviour (currently I can't see any).
