Together with eddiem I found out something interesting:
4. Open Open "Testfile.html" with OOo 680m79 (or later) as HTML-Document
check Link! In the html source you see 'HREF="subdir1/Destination.html"'
what's correct. But when you move the mousepointer to the hyperlink in
normal view, you will see a tooltip "http://subdir1/Destination.html";,
and mouseclick on the link will lead to the invalid URL
After save and reopen with 680m79, the damaged URL is also visible in the
source.
I recommend TM 2.0
This might be related to issue 46478 (not 4790!)
