There's no quick-fix solution. For one, OOo doesn't merge locale data from
different LC_* variables yet (your remark that setting LC_MEASUREMENT solved
your problem actually leaves me puzzled, are you sure you're using an
OpenOffice.org release?). Second, if it did we'd have to implement a measurement
override for paper measurements in various places.
I'm not even convinced that users would like the behavior, because LC_PAPER
actually says nothing about the measurement representation to be used, and if
not acquainted with the imperial measurement those inch sizes may just create
confusion.
Anyway, I'm reassigning this issue to requirements. The user experience team
(UX) would certainly have to comment as well.
