Update:

In Writer build 1.9.91 the 'Special Character' menu command works without 
crashing Writer (the good news!), but (here comes the bad) you cannot select 
any other font - the Tahoma font (on Windows 2000 and Windows XP Professional) 
is selected and the font combo box is greyed out.

This really isn't much help, as most of the symbols Windows users will want to 
apply in this context live somewhere in the Wingdings font family.
