I used the Tools->Mail Merge Wizard menu to start mail merge.

1) Choose "Create new document."
2) Choose type "letter"
3) Mail Merge automatically selects my one saved address list.  I checked "this 
document shall contain...address block" and "Surpress lines with just empty 
fields".

In the edit document step, I see that Mail Merge did not surpress address lines 
with just empty fields as requested.
