As an additional comment, I would like to mention that the same issue seems to exist with named named expressions. The attached sheets contain both named expressions and named ranges. If you go to Insert -> Names -> Define... (CTRL+F3), you will see named ranges (starting with "NR_" prefix) and named expressions (starting with "NE_" prefix) for the case with base-cell-address and not see them for the case without base-cell-address.
