Having similar problems.  Seems to be related to how the document is made.  The
spell checking does not work when a file is created from Windows Explorer:

In Windows Explorer, do a right click -> New -> OpenDocument Text to create an
.odt file.  Open it in OpenOffice.  No spell checking, as described above. 
Interestingly, you can then save this document as MS Word .doc format, open it
in MSWord, and there is still no spell checking.

However, if you start OpenOffice first and create a new document from within
OpenOffice, spell checking works.  It continues to work if you save the file as
MSWord format then open it in MSWord.

I am also using the Canadian English dictionary.

Is some piece of information that spell checking requires missing from files
created by a Windows Explorer right click?
