This issue is already solved in OOo 2.0 - see specifications 'Vertical
alignments at page areas for Writer fly frames' found at

In OOo 2.0 you can anchor a floating screen object (frame, graphic, OLE object,
or drawing object) at a paragraph and position it vertically aligned to the page
the anchor paragraph is on. This the new option 'Follow the text flow' you can
assure, that the object will stay on the same page as the anchor paragraph.
Try out the current beta version of OOo 2.0
