Step to reproduced :-

1 Open OpenOffice.org Writer
2 Type ดีดีดีผลกระทบดีดีดี
3 Drag after-text-indent marker on the ruler and drop it at ร
4 You will see the result text wrapped as
 4.1 ดีดีดีผลก
 4.2 ระทบดีดีดี

In Thai language “กระทบ” is a single word so it shouldn't be broken. And all
three words ดี ผล and กระทบ must already be in the ICU dictionary. So it's
strange that some combination like this will be broken illegally when ICU will
do the right thing for the same text.
