OK, I see your point. OOo should be unambiguous in its behavior, either
interpret the alt-numbers or use the alt-arrow, but do not mix them up.
I tested some application.
WordPad and MS-Editor use always the character specified by alt-numbers, likely
because they have no action for alt-arrow.
PSPad uses alt-arrow.
Word 2007 uses alt-arrow and does nothing, if alt-arrow has no action in the
actual context.
