In a bar chart which contains both negative and positive values
select x axis
 Format
  Object Proprities
   Positioning
Choose
 Axis line
  Cross other axis at "Value" " "0%"
The chart appears as desired
Save the file with .xls extension
close the file
open the file
 Axis line
  Cross other axis at has reverted to "Start"

The same file saved with a .ods extension does not have this problem.
When opening the file with Excel the formatting appears correctly.

I use .xls so I can exchange the file with MS-Office Excel users.
