The text in your document is located in a table which spans across several pages. Issue 101451 describes that tables in OOo 3.1 on 64-bit Linux are imported out of place. This is what exactly happens in your document. You can believe, that we are serious on closing issues, so please keep this in mind before you pour vast criticism over us and our work. However, you can try out OOo 3.1.1 release candidate from the download section, where the issue is already fixed as it is stated in issue 101451.
