I do not fully understand what you mean by

When you apply a page style to first page in a new document, you can change it
in the first paragraph with "Format.Paragraph.Text flow" or just by double
clicking a page style in the "Styles and Formatting" window (F11).

If you apply  a new style by "Insert.Break" feature, a new page with the desired
style is created.
